The CRC is part of the Ministry Division of the Archbishops' Council of The Church Of England which was formed on 1 January 1999 and was preceded by the Advisory Board of Ministry (ABM) and the Advisory Council for the Church's Ministry (ACCM).

Candidates selected for training for Reader ministry are required:

1. to be an established, practising member of the Church of England.

2. to have a sense of vocation to Reader ministry.

3. to demonstrate an understanding of the Christian faith and the ability to communicate it.

4. to demonstrate a commitment to a disciplined spiritual life and public worship.

5. to have the personality and character which will enable them to be accepted as a minister and leader both in the church community and the world outside.

6. to have the personality that will enable healthy relationships to be developed.

7. to be capable of completing the training programme and using it as a means of preparing for their ministry.
